Job Purpose or Objective(s):

The Public Health Director is responsible for furthering the mission of the Public Health team by identifying/creating performance improvement opportunities, forming collaborative internal/external partnerships, enhancing community relationships, and ensuring public health programs, services, and activities of the Choctaw Nation of Oklahoma meet the national standards set by the Public Health Accreditation Board.

Primary Tasks:

  1. Coordinate the development and implementation of the health departments internal plan to engage staff in the accreditation process.

  2. Formulates and administers comprehensive public health programs based on needs and available resources. Makes recommendations to and consults with the health leadership on general policies and procedures, goals, and proposals and methods of service delivery for public health and clinical care programs

  3. Determines the types and levels of services to be provided and the standards by which delivery will be evaluated; directs the preparation of annual budgets, health care plans, and funding applications; monitors and evaluates delivery, performance, and expenditures

  4. Disseminates, interprets, and implements policies, laws, and regulations of state/federal directives regarding medical and public health issues to physicians, department staff and representatives of other CNO entities

  5. Directs searches for new funding sources and oversees grant application preparation and negotiation; coordinates public healthcare activities with related services provided by other departments including social services, mental health, and environmental health and others.

  6. Engage interdepartmental organizations, community partners, and external partners as needed to develop and maintain a highly functioning Public Health Department.

  7. Directs searches for new funding sources and oversees grant application preparation and negotiation; coordinates public healthcare activities with related services provided by other county departments including social services, mental health, and environmental health.

  8. Required to travel to clinics throughout the Reservation, as well as meetings and conferences as deemed necessary.

  9. Perform other duties as may be assigned.

Required Education, Skills, and Experience:

MINIMUM

  • Bachelor’s Degree in a public health related field

  • Overall understanding of the operations of a health department

  • Overall comprehension of the ten Essential Services of Public Health

  • Strong organization and project management skills with attention to detail

  • Ability to facilitate meetings, discussions, and consensus processes

  • Required computer skills to manage an internal database and selected documentation

  • Proficient with components of Microsoft Office; Word, Excel, PowerPoint, Publisher, and Outlook

  • Must have at least 2 years’ experience in a comparable setting

TARGET

  • Master’s Degree in a public health (MPH) preferred

  • Advanced understanding of the operations of a health department

  • Advanced comprehension of the ten Essential Services of Public Health

  • Strong organization and project management skills with attention to detail

  • Strong ability to facilitate meetings, discussions, and consensus processes

  • Required computer skills to manage an internal database and selected documentation

  • Proficient with components of Microsoft Office; Word, Excel, PowerPoint, Publisher, and Outlook

  • A minimum of 5 years’ experience in a comparable setting
