Chief Information Officer

Description

Job Purpose or Objective(s): Provides vision and leadership for developing and implementing information technology initiatives. Directs the planning and implementation of enterprise IT systems in support of business operations in order to improve cost effectiveness, service quality, and business development. Responsible for all aspects of the organization’s information technology and systems across all divisions.

Primary Tasks:

  1. Participate in strategic and operational governance processes of the business organization as a member of the senior management team.

  2. Lead IT strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the organization.

  3. Develop and maintain an appropriate IT organizational structure that supports the needs of the business.

  4. Establish IT departmental goals, objectives, and operating procedures.

  5. Ensure the integrity of enterprise-wide data, proprietary information and related intellectual property through information security and access management.

  6. Define and communicate corporate plans, policies, and standards for the organization for acquiring, implementing, and operating IT systems

  7. Identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development.

  8. Develop, track, and control the information technology annual operating and capital budgets.

  9. Promote and oversee strategic relationships between internal IT resources and external entities, including government, vendors, and partner organizations.

  10. Create a culture of excellence for the IT organization through efficient and effective application development and exceptional customer service.

Required Education, Skills and Experience:

MINIMUM

  • Bachelor’s Degree in Computer Science, Computer Information Systems or Business Administration.

  • Knowledge of business theory, business processes, management, budgeting, and business office operations

  • Understanding of the organization’s current hardware and software systems and business objectives

  • Expert knowledge of current and developing technologies

  • Demonstrated success in IT planning, organization and development

  • Ability to speak and write clearly to inform, negotiate and influence decision-makers at all levels

  • Ability to plan and manage a multi-million-dollar budget effectively.

  • Ability to mentor and coach staff, inspire and build consensus for timely, cost-effective results.

  • Demonstrated project management skills

  • Fifteen years’ related experience with increasing levels of responsibility

  • Master’s degree in Computer Science, Computer Information Systems, Business Administration or Management

  • Considerable knowledge of business theory, business processes, management, budgeting, and business office operations

  • Cutting edge skills in IT planning, organization and development

  • Expert project management skills

  • Twenty years’ related experience with increasing levels of responsibility
